The art itself is not bad at all. The quality of animation seems to be 12 frames per second or less. I think you can do much better than that! Simply onion skin between those frames you do have! Other than that it's not bad at all!

It's super trippy, kind of 70's, lo fi. I can't say I'd know anything about how to make it better, myself, not really knowing how to work flash anymore, but it looks like you have a good understanding of what makes these visuals interesting.
